Bicycle Safety Guidelines for Rental Users in Katsuyama

Cycling is a convenient and enjoyable way to explore Katsuyama.
To ensure a safe and pleasant experience for everyone, please follow the basic traffic rules and safety guidelines when using a bicycle.

Bicycles Are Considered Vehicles

Under Japanese law, bicycles are classified as vehicles, not pedestrians.
This means cyclists must follow traffic rules in the same way as cars.
Failure to follow these rules may lead to accidents, and the rider may be held responsible.

In recent years, stricter measures have been introduced in Japan to address bicycle-related accidents and unsafe riding behavior.

From April 1, 2026, a traffic violation ticket system (commonly known as a “blue ticket”) applies to cyclists aged 16 and over.

To ensure a safe and comfortable riding experience, please review the basic rules and guidelines before riding.

Bicycle Rules and Etiquette (Government of Japan)

Introduction of “Blue Tickets” (Traffic Violation Notices)

From April 1, 2026, a new system called the “Blue Ticket” applies to bicycle users aged 16 and over.

A Blue Ticket is issued when a cyclist commits certain traffic violations that are considered dangerous or could affect road safety.

  • A penalty fine will be required for the violation
  • Paying the fine allows the case to be settled without criminal prosecution
  • Applies to cyclists aged 16 and above

This system has been introduced to improve compliance with traffic rules and reduce accidents involving bicycles.

Examples of Violations and Penalties

The following are examples of common violations that may result in a Blue Ticket:

  • Using a smartphone while riding (holding or looking at the screen)
    → Approx. 12,000 yen penalty
  • Ignoring traffic lights
    → Approx. 6,000 yen penalty
  • Riding on the wrong side of the road
    → Approx. 6,000 yen penalty
  • Not stopping at a stop sign
    → Approx. 5,000 yen penalty
  • Riding while holding an umbrella or using earphones that block surrounding sounds
    → Approx. 5,000 yen penalty
  • Riding side-by-side or carrying a passenger
    → Approx. 3,000 yen penalty
  • Riding without lights at night or with faulty brakes
    → Approx. 5,000 yen penalty

In addition, serious violations such as riding under the influence of alcohol or dangerous behavior may be subject to criminal penalties.

5 Basic Rules for Safe Cycling

Please follow these essential rules for safe riding:

  1. Ride on the left side of the road
Sidewalk use is only allowed in limited situations.
  2. Obey traffic lights and stop signs
Always check for safety at intersections.
  3. Turn on your lights at night
This helps others see you and prevents accidents.
  4. Do not ride under the influence of alcohol
    This is strictly prohibited.
  5. Wear a helmet
Helmet use is strongly recommended for safety.

Important Safety Reminders

To avoid accidents and violations, please pay attention to the following:

  • Do not use smartphones while riding
  • Avoid using earphones that block surrounding sounds
  • Do not ride side-by-side
  • Do not ride with an umbrella

If you notice any problem with your bicycle (such as brakes or lights), stop using it immediately and contact staff.

Riding on Sidewalks

As a general rule, bicycles must ride on the road.
However, sidewalk riding is allowed in certain situations, such as:

  • When road conditions make it unsafe (construction, heavy traffic, etc.)
  • Where signs permit bicycle use on sidewalks

When riding on sidewalks, pedestrians always have priority, and you must ride slowly.

Enjoy Cycling Safely in Katsuyama

Bicycles offer a unique way to experience the nature and culture of Katsuyama.
By following the rules and riding responsibly, you can enjoy your trip safely and comfortably.

Thank you for your cooperation, and we hope you have a wonderful cycling experience.
